Light:  excellent, sun behind me at a relatively low angle

Description of the Bird

 I submitted documentation of this bird soon after I found them, but that has apparently been lost. Luckily I found my notes from that day, and also have some information that I posted to Cobirds after the sighting. On cobirds I said:

" along Moffat CR 10N, a
couple of miles north of Irish Canyon, Mike said "there's some quail!" 
Expecting Chukar (which are in Irish Canyon), I quickly looked and saw
three quail with head plumes running off the road.  I yelled "STOP" and
quickly go out.  I was not able to see them on the ground again, but I
did flush them and saw one male very well overhead in flight.  I was
able to see the brownish belly patch and scaly patterning on the belly
very well on the one male.  I did not see the others well.  They flew
out of sight towards the west, and I could not refind them."

My notes on that main male bird I saw say "small game bird, Chukar size. When seen on the ground, black forward curving headplume seen well (but brief). Overall gray color, and different patterns from Chukar. Quick look of male on the ground, noticed belly scaling and brown patch on belly, black throat, streaked flanks, mostly gray plumage. Birds flushed overhead, got good look at belly pattern as they flew over. Flew out of sight, could not find again"

Similar Species Discussion

The most common small gamebird in the area is Chukar. It was eliminated by the head plume, very different overall patterning with a dark throat, lack of bold flank barring, etc.

Gambel's Quail much more difficult to rule out, but scaling on belly with brown belly patch distinctive for California Quail. Also browner overall in coloration.

Young of other gamebirds a very remote possibility at this site; head plume and overall patterning rules all of them out. 

Resources Used

Personal experience at the time of the sighting, I'm sure I consulted a guidebook at some point after I got home (I did not have one with me on the trip, since I was in Mike's car), but I don't remember specifically at this point.

Previous Experience

At that point in my birding career I was very familiar with both species of Quail from Colorado and Arizona (Gambel's), and California.
